When a vacancy exists (which includes full-time, part-time,
permanent, temporary, summer employment, etc.,
the following outlines the steps
involved to fill the position:

After meeting with Social Equity and Human Resources, Requesting
Department will put together a
search committee to be approved by appropriate
vice president. The Search
Committee will be responsible
for delegating all functions of the search to its
members including clerical and travel arrangements of the
candidates when
applicable.
____
Internal candidates are to be considered and interviewed prior to
external advertising, except where there
is an under-representation of
minorities and women. Human
Resources will handle the job posting in
accordance with the Collective
Bargaining Agreement.
____
The job posting will contain the necessary information for interested
candidates to respond by a certain
date, job description, where to apply, etc.
____ Search
Committee will be given a budget for their search.
EXTERNAL SEARCHES:

Once it has been determined that an external search is necessary and the
Office of Social Equity has
approved the advertisement, the advertisement will
be given to Director of Public Relations for sending
to appropriate media
(regional, state or national).
____
Applicants should come from Job Service, directly to search committee
chair, Human Resources, or
a combination therein.
____
Once a resume is received by LHU, the Search Committee will acknowledge
receipt of letter to
applicant and enclose Data Collection
Form supplied by the Office of Social Equity.

Search Committee will develop questions that are nondiscriminatory to ask
each candidate.
Questions must be
job related only and forwarded to Human Resources prior to the commencement
of
interviews (phone or in-person) to be approved by Director of Human Resources
and Director
of Social Equity.

Search Committee will develop applicant evaluation instrument that will
also be approved by HR
and Social Equity prior to interview process.
____
Search Committee will review applicant pool and verify representation of
minorities and women .
This effort will be coordinated in conjunction with the
Office of Social Equity.
____
Search Committee will conduct initial screen of applicant pool to ensure
that candidates have the
requisite knowledge, skills, abilities and
qualifications to perform work. Job
Service may conduct
initial screenings and pertinent testing for staff
candidates as required. Only
Human Resources
should be in contact with Job Service.
No individual department will conduct searches
through Job Service or
any other external employment agency.

Search Committee will continue with the actual interview process by
reviewing resumes, telephone
interviews, on-campus interviews, check references,
etc. If applicable, see attachment for proper
travel, food, overnight accommodations, etc. when inviting out of town
candidates.

Search Committee should narrow the pool to three or four qualified
candidates. This list will be
presented to the appropriate vice president for review, consideration of
specific salary, etc. and
taken to Senior Staff for final informal review and
recommendation.
____
Once the Search Committee receives the approval of a specific
candidate; the Chair will submit a
completed Personnel Action Control Form (PAC),
Part II of II to Human Resources with the signature
of the Initiating
Department. In addition, a copy of
the candidates resume should be attached to the
PAC form. The PAC form is not complete without it.

HR will send the PAC Part II to Social Equity and President unless
changes to original form have been
made, in which VPs will need to review and
sign the changes.
____
Human Resources will contact the Requesting Department once all
signatures have been obtained.
____
Once the entire form has been approved, the candidate will be contacted
by the Requesting
Department to accept or reject appointment. If
appointee rejects offer, Committee will resubmit
the remainder of candidates on
the list.

If the appointee is an internal candidate and the offer has been made and
accepted, the appointee
may work full-time in his/her current position for one
week. During week two, the employee
will
split work time between the two positions.
The promotion or transfer will become effective at the
end of week two.
The appointee may provide five half days work to the prior department to
assist
in training of a replacement if applicable.

Resources will construct and issue appointment letter.

Search Committee chair or designee will notify (by approved letter) all
unsuccessful candidates of
their non-selection.
____
Department that performs the search will retain all files of the search
for a determined period of
five years.
____
No new employee to Lock Haven University of PA may work prior to her or
his official appointment
letter and appointment effective date.
NO ONE OTHER THAN THE PRESIDENT OF LOCK
HAVEN UNIVERSITY OF PA HAS THE AUTHORIZATION TO HIRE ANY EMPLOYEE.

ATTACHMENT 1
Procedures for Dealing with Expenses and Reimbursements for
Individuals
Invited to Campus
March, 1997
This procedure is to be used in cases of invited
individuals such as speakers and consultants as well as
prospective
employees “guest”.
1. A
budget must be approved by the Vice President of each department for each
"guest".
2. The
number of people coming to campus will be approved by the vice president.
3. A
Travel & State Car Reservation Request and Authorization Form (TR14-15) is
required
for any "guest" coming to campus where the "guest" is being reimbursed
for lodging, meals
or travel. This form is to be completed prior to the
"guest's" arrival.
The Chair of the committee or person in charge of the
"guest" coming to campus needs to coordinate with
Mrs. Kelly Hibbler in the
Travel office the arrangements pertaining to travel, lodging and meals.
Lock Haven University will pay for air transportation if
necessary. However, arrangement will be made through
a local travel agency and
a transportation order will be issued by the Lock Haven University Travel
Office. If the
"guest" uses his/her own vehicle, Lock Haven University will
reimburse the "guest" at the state rate allowance.
Rooms on campus should be utilized if available. When
lodging is needed at a-local lodging facility, a hotel order
will be mailed in
advance to the place of lodging in order for the facility to honor the
University's "state rate".
The lodging facility will bill the University
against the hotel order.
Meals should be provided in the dining hall whenever
possible. If the "guest" is hosted at a local restaurant,
receipts must be
obtained and an Agency Purchase Request (APR) form processed in order for the
person
hosting the "guest" to be reimbursed. In the event the restaurant
consents to the host signing the dinner check
for billing the University, it
will still be necessary to complete an APR and attach a copy of the bill in
order for
the restaurant to be. paid by the University. It is the host's
responsibility to request a copy of the dinner check
before leaving the
restaurant. The university will pay for meals for the "guest" and committee
chair only.
No alcohol beverages will be paid for the by the
University. If alcoholic beverages are bought, arrangements
for payment must be
made by the purchaser.
After completion of the
interview, a Travel Expense Voucher (form STD-191) needs to be processed by the
Chair of the committee responsible for coordinating the visit. The Travel
Expense Voucher along with the
original copy of the Travel and State Care
Reservation Request and Authorization form is forwarded to the
Travel office for
the finalization of the charges involved.
