State System of Higher Education (SSHE)
Reciprocal Borrowing Policy and Procedures

POLICY: At the November 7 and 8, 1973 meeting of the Council of Pennsylvania State College and University Library Directors the following motion passed: "that a student with an identification card from any of the Pennsylvania State Colleges or Indiana University of Pennsylvania be permitted to borrow library materials from any of those institutions in accordance with the regulations of the lending library." At the March 6-7, 1997 meeting of the Pennsylvania State System of Higher Education Library Council, "SSHELCO also agreed that each library takes responsibility for retrieving materials and/or reimbursing the lending library when its students/faculty do not return items."



Requirements and Restrictions

Bloomsburg: Valid driver's license or photo ID required. Circulation restricted to fifty books maximum.

California: Proof of current registration at a SSHE University required.

Cheyney: Letter from the director of the home library indicating that the student is in good standing & recommending length of borrowing privileges is required.

Clarion: Valid ID card from home institution required.

East Stroudsburg: Two business day waiting period. Phone call is placed to home library to verify student is registered and in good status. Registration length is one semester but can be renewed if home library verifies continued good status.

Edinboro: Valid PA driver's license required.

Indiana: Valid ID card from home institution required.

Kutztown: Valid driver's license or student ID card required.

Lock Haven: Valid driver's license, student ID card, public library card, or utility bill with current mailing address required. Circulation restricted to fifty books maximum.

Mansfield: Valid ID from home institution required. Registration length is one year.

Millersville: Valid ID from home institution required. Circulation restricted to five items maximum.

Shippensburg: Valid ID from home institution required. Registration length is one semester. Loan period - 21 days, no renewal. Limit any combination of 10 items from general collection, government documents, selected material from Media/Curricular Center. Cannot borrow reference, reserve, periodicals, videotapes, compact discs, computer software, or microforms.

Slippery Rock: Valid ID from home institution required. Registration length is one semester. Circulation restricted to ten items maximum.

West Chester: Letter from home library plus drivers license or other ID required. Registration length is one semester.
