Fall 2009 State Grant Disbursement Delay


Students to receive Pennsylvania State Grant despite budget impasse

Eligible LHU students will receive most of their fall 2009 PA State Grant funds, despite the fact that the state budget has not yet been passed.  The Pennsylvania Higher Education Assistance Agency (PHEAA), the state grant agency that administers the PA State Grant program, has announced that it is unable to finalize awards until a final budget has been approved.  However, this should not significantly affect Lock Haven University students, as the university will provide special assistance to PA State Grant recipients who are entitled to financial aid refunds, by advancing most of their state grant funds until they become available. No action is required by the student.  More information about the State Grant Delay and LHU’s plan to assist students is provided below.

Important Notice to LHU Students and Families

While the university is doing everything possible to minimize the impact on students of the delay in state grant disbursement, PHEAA officials believe that their 2009-2010 appropriation is likely to be reduced in response to the decline in state revenues.  Therefore, it is important to note that any shortfall between your current anticipated PA State Grant and the actual amount you receive may result in a balance due for the fall 2009 semester, which will be your responsibility to pay.  It is hoped that, by limiting student refunds by $150 as explained in the letter below, any balance due to LHU will be minimal.  At this time, it is anticipated that the maximum amount a student will owe, due strictly to a reduction in state grant, is $175.
