Contracting
Authority
The intention of this memo is
to serve as a reminder for some, and an educational
opportunity for others, with regard to contracting
on behalf of Lock Haven University. It is the
President alone who has the authority to make and
sign contracts that bind the University to any
rights and obligations unless the President
delegates this authority, in writing, to third
parties. No one outside of the written delegates
may sign contracts involving the University.
Unfortunately, anyone who does so is acting outside
the scope of their employment and will have to be
held personally responsible for any ramifications
involving the illicit contract.
For the sake of clarity, on our
campus the primary person who has been delegated
with authority to make and sign contracts, license
agreements and other financial legal documents, on
behalf of the University, without financial
limitations, is Mr. Robert Little, Vice President
for Finance, Administration & Technology and Mr.
Richard McCarty, Comptroller. For purchases and
contracts up to and including $100,000, the primary
person is Mr. Todd Webber, Contracting Manger. No
other individual has contracting authority in regard
to contracting on behalf of the University.
These designations are made
pursuant to Act 57 of 1988 and the Board of
Governors Policy 1998-04 and ultimately, are in the
best interest of the University. If you should have

assistance in any matter pending which will
necessitate the preparation of a contract, please
