In 1889, the cornerstone was laid for the building that would succeed Price Hall. Since the enormous hill that Price Hall was built on was blamed for impeding the attempts of those combating the fire, the Board of Trustees decided to build at the foot of the hill. Sullivan Hall, as it would be called, originally stood where Stevensn Library Stands today.

The new building served three purposes in 1889: 1) Instruction, 2) Administrative Business, and 3) Student Residence. The multi-functional nature of the building made it a vital part of the young school.
While Central Normal was undergoing expansion in 1889, the United States expanded as well.

After the fire at Price Hall in 1888, the Lock Haven community worked quickly to save the Normal School. The Montour house, a three story hotel in the area, was rented to serve as a temporary school for students. In addition, gifts totaling $2600 helped jumpstart the rebuilding of the school.
