On April 20th, the Commonwealth of Pennsylvania purchased the Central Normal School. This was made possible by a legislative Act in 1911 that authorized the State Board of Education to purchase normal schools. The transfer of ownership occurred under the tutelage of George Park Singer, who took over the reins as Principal after the term of Julius Rudy Flickinger expired.

J.R. Flickinger, the fourth principle of the Central State Normal School, died February 17, 1912. He instituted three and four year courses of study to the school.
