The Pennsylvania State System of
Higher Education has established 17 performance measures (some with
submeasures) for system schools. The system considers 8 of these
measures (including selected submeasures) in dividing performance
funding (currently 8% of system funds to schools).
The funded measures are:
- Degrees awarded
- Second-year persistence (overall and ethnic minority)

Graduation rates (two- and four-year, overall and ethnic minority)

Faculty "productivity" (student credit hours per faculty FTE)

Faculty diversity (ethnic minority)
- Personnel ratio (personnel
costs as percentage of overall costs)
- Faculty with terminal
degrees
- Instructional cost per student FTE
The other (unfunded) measures are:
- Accredited programs
- Distance education
- PRAXIS passing
rates
- Internships
- Associate degrees awarded (or community
college transfers enrolled)
- Diversity of entering class (ethnic
minority)
- Enrollment diversity (ethnic minority)
- Degree
programs with few graduates
- Private Support
