PASSHE System Accountability

The Pennsylvania State System of Higher Education has established 17 performance measures (some with submeasures) for system schools. The system considers 8 of these measures (including selected submeasures) in dividing performance funding (currently 8% of system funds to schools). 

The funded measures are:

  • Degrees awarded
  • Second-year persistence (overall and ethnic minority)
  • Graduation rates (two- and four-year, overall and ethnic minority)
  • Faculty "productivity" (student credit hours per faculty FTE)
  • Faculty diversity (ethnic minority)
  • Personnel ratio (personnel costs as percentage of overall costs)
  • Faculty with terminal degrees
  • Instructional cost per student FTE

The other (unfunded) measures are:

  • Accredited programs
  • Distance education
  • PRAXIS passing rates
  • Internships
  • Associate degrees awarded (or community college transfers enrolled)
  • Diversity of entering class (ethnic minority)
  • Enrollment diversity (ethnic minority)
  • Degree programs with few graduates
  • Private Support
