THE SHARED ADMINISTRATIVE
SYSTEM PROJECT

In November of 2000, The PA State System of Higher Education’s (PASSHE) Board of Governors approved a contract with Unisys Corporation to develop and implement a shared administrative system using SAP (Systems, Applications, and Products for Data Processing) software for all 14 campuses, the Educational Resources Group (ERG), and the Dixon Center.  A shared system integrates a variety of operating functions such as payroll, human resources, accounting, purchasing, budgeting, admissions, billing, student records, and financial aid.   And yes, that’s pronounced S - A - P (as opposed to "sap").

The intent of this project is to create a system that is compatible with newer technologies and that offers more flexibility, resulting in better service and improved efficiency.    Also, a data warehouse project is being developed to store current and historical data and to allow for the consolidation and analysis of all data collected by the universities.  Network upgrades are planned to support SAP.  The transition to the new software for all 14 universities in the PASSHE will be completed by the 2011-12 academic year, starting with the Phase I group consisting of the four universities:   Cheyney, East Stroudsburg, Kutztown, and Shippensburg. 

Lock Haven University came on board with human resources and payroll in January, 2004 and the finance/purchasing module in December, 2003.  We will be a Phase 2 university for SAP Student Life Cycle Management project with an undetermined implementation timeline of the March of 2010 for use with Fall, 2010.   A group of registrars, admissions officers and financial aid officers and other student-related department representatives is actively working on the requirements for the student system.  Examples of business transactions that will be performed using SAP include travel requests, purchase orders, time and attendance reporting, and eventually employee self-service for personnel data.
