Karl Popper felt that the most important thing for a field to be considered scientific was openness to criticism and revision. The theory-data cycle was not in the book (and I can't figure out how to draw it in a post). It is in essence a circle, with theory at the top, leading to a hypothesis/prediction, leading to data, leading to revisions of theory. It is the process by which theory develops in science. The quote about the house is something we will discuss tomorrow. In essence, theories are built slowly through the use of smaller studies. I hope this helps.
