The report contends that abandoned mine land could be remined to recover coal that wasn't mined the first time. The Committee concludes that the Surface Mining Conservation and Reclamation Act of May31, 1945 as amended by the Act of October 10, 1980, should be amended to incorporate provisions for remining. The recommended provisions are included as is a copy of the 1980 amendment is included.

The document presents the recommendations of the Committee concerning the states reclamation program. Information is provided detailing the four existing reclamation programs. The Committee recommends that the Surface Mining Conservation and Reclamation Act be amended to facilitate restoration of abandoned mines. Their recommendations are included, as is a copy of the Surface Mining Conservation and Reclamation Act of May 31, 1945 that was amended on October 10 1980. A few of the recommendations are landowner notification, reclamation fund, and contract notice.

The report compares the proposed Appalachian Compact with eight other compacts enacted throughout the country. A section by section review of the proposed compact is included. Information on low level radioactive waste generation is included, as are previously used disposal methods. A review of proposed amendments to the federal act is mentioned. Future disposal facilities are discussed with lists of advantages and disadvantages of each being covered. This report provides detailed information that was to be used by members of the General Assembly when they deliberated this issue in response to the enactment of new federal laws in 1980 that required states to provide for the disposal of low level nuclear waste generated within it's borders.

This report contains a summary of the committee's recommendations for water resources management in Pennsylvania. An introduction contains information on the number of lakes, miles of streams by basin and precipitation amounts. Revisions of the State Water Plan are discussed with planned updates of the plan to be included. Groundwater issues are covered with issuance of permits being recommended. Other recommendations are including agricultural groups in legislation development, inclusion of a comprehensive drought management plan, water conservation efforts, and managing groundwater and surface water as a single unit. Suggestions are made of sponsoring a "Water Resources Conference" to further discuss the issue. Appendix A contains the names of participants in the public hearings on Water Resources Management. Appendix B contains water resources legislation from the 1991-1992 session of the Pennsylvania General Assembly.

Report of the Forestry Task Force Pursuant to House Resolution

The report contains the recommendations of the task force appointed by the House Resolution as well as background issues concerning forest management. The task force was to study the issues of forest regeneration, biodiversity and old growth forests; timber management on state land; and management of privately owned forests. Information is written on deer herds and proposed new deer management units. A map of proposed deer management units is included. Information concerning The Sustainable Forestry Initiative, the Forest Stewardship Program, The Urban and Community Forestry Program and Best Management Practices is included. A chart listing the status of Pennsylvania Native Species Diversity is included as is a map showing the location of old-growth forests. A copy of House Resolution No. 263 is found in the Appendix.

A summary of programs used in nine other states concerning the licensure and certification of foresters is included. Copies of Senate Resolution No. 29 and Senate Bill No. 1521 are included.

A history of the Superfund Act and various amendments to the act are contained in the document. Statistical data concerning Superfund and each of the amendments is included in that section. State roles in the cleanup process are also mentioned as are setting of cleanup standards such as degree of cleanup and cost effectiveness in selecting a remedial plan. Additional amendments concerning Superfund and various state roles are included in the document. The role of the Remedial Action Program concerning the discovery and investigation of hazardous waste sites and their subsequent cleanup is also included. Appendix A contains a map showing the location of all Pennsylvania Superfund Sites. These sites are further broken down into proposed sites and sites that received final rulemaking in a data table. Appendix B contains the Pennsylvania National Priority List. Sites are listed by name, city/county, lead agency involved, financing and cleanup status. Federal Sites within Pennsylvania are also included in this appendix.

The document discusses the problem of urban storm water and means to manage it. An explanation of what storm water is and how it is caused is included. A 1978-1982 EPA study, the Nationwide Urban Runoff Program, analyzed urban storm water runoff for hazardous chemicals. Mention is made of the results of that study. Various programs used by urban areas to control runoff are covered. The summaries of the Federal Clean Water Act of 1972 and the Pennsylvania Storm Water Management Act of 1978 are included. Information from Florida's Storm Water Management program is included since their program is considered to be exemplary.
